IoT機器の安全性を可視化する「JC-STAR」制度とは？テルトニカ製LTEルーター「RUT241」がレベル1認定を取得。IoTセキュリティ強化の仕組みを詳しく解説します。 More News 1/7/2026 Empowering the Connected AV World with Teltonika at ISE 2026 1/7/2026 New PTCRB, FirstNet, and Carrier certifications for our 5G devices in North America 12/3/2025 RutOS 7.19 firmware update: the latest enhancements IoTセキュリティを守る新基準「JC-STAR」とは？ テルトニカ「RUT241」がレベル1認定 8 January 2026 サイバー攻撃が増加の一途をたどるなか、IoT機器を導入する際に、どの製品がセキュリティ基準を満たしているのかを判断するのは容易ではありません。その課題を解決するために創設されたのが、「セキュリティ要件適合評価およびラベリング制度（以下、JC-STAR制度）」です。JC-STAR制度は、IoT製品がIoTセキュリティ要件にどの程度適合しているかを確認し、可視化するための仕組みで、このたびテルトニカ製産業用LTEルーター「RUT241」がレベル1に認定されました。本記事では、JC-STAR制度の概要と、IoTセキュリティ強化におけるその意義についてわかりやすく解説します。 IoTセキュリティの危機 アサヒビールサイバー攻撃事例 すべてのものがインターネットにつながるIoT時代。IoTは私たちの生活を飛躍的に便利にし、効率性を高めています。しかし、その便利さの裏にはリスクも潜んでいます。それがサイバー攻撃です。2025年10月に国内大手のアサヒグループホールディングスが 大規模なサイバー攻撃をうけた 、というニュースが世間を騒がせました。 「チーリン（麒麟）」を名乗るハッカー集団によるランサムウェア攻撃を受け、結果として、アサヒの基幹システムの一部が暗号化されました。その影響で、受注・発注・出荷などの業務がすべて停止したと報じられています。 事件後3 カ月が経過してもシステムは 完全復旧しておらず 、一時期は、注文処理にペンと紙、ファクスを使っていたというのですから、その被害の深刻さがうかがえます。 サイバー攻撃の実態 2025年、世界中に展開されるIoTデバイスは 約440億台 といわれています。この数は年々増加しており、これからも増加傾向になることは間違いありません。一方で、IoT機器がサイバー攻撃の対象となっていることも忘れてはいけません。経済産業省のデータによると、ネットワークへの不審な通信のうちの 3分の1 がIoT機器を狙ったものとされています。 今後も指数関数的に増えていくIoT機器が、ますますサイバー攻撃標的となるであろうことは容易に想像がつきます。よってIoTセキュリティ対策は、機器本体の性能と同じくらい大切だといえるでしょう。 JC-STAR制度－IoTセキュリティ基準への準拠を明確化する こうした状況に対応するため、経済産業省主導で策定されたのがJC-STAR制度です。この制度はインターネットとの通信が行える幅広いIoT製品を対象として、共通の基準で製品に備わる製品に具備されているIoTセキュリティ機能を評価・可視化することを目的としています。 つまり、JC-STAR制度を取得したIoT製品に関しては「どの程度のIoTセキュリティ対応能力を搭載しているか」が一目でわかります。したがって「この製品のセキュリティは大丈夫だろうか…」と悩まずに、IoT機器を選定できるようになります。 「JC-STAR制度」は具体的にどのような仕組みになっているのでしょうか。 「JC-STAR制度」の適合基準は現在、★１（レベル1）から★４（レベル4）までの4段階に分けられており、数字が上がるごとに取得難易度も高くなります。それぞれのレベルの基準を満たすごとに、各IoT製品に二次元バーコード付きの適合ラベルが付与されます。そのため適合基準への準拠状況を明確に可視化できます。 ★１（レベル１）と★２（レベル２）は、IoT製品ベンダーが定められた適合基準・評価手順により自己評価を行った結果を記載したチェックリストに基づき、IPAが適合ラベルを付与する自己適合宣言方式となっています。一方、★３（レベル３）と★４（レベル４）では、政府機関等や重要インフラ事業者等向け製品を想定し、独立した第三者評価機関による評価報告書に基づき、IPAが認証・適合ラベルを付与することでより高い信頼性を確保します。 現時点 では★１（レベル1）のみの申請受付となっており、★2（レベル2）以上の申請については今後段階的に開始される予定となっています。また、JC-STAR制度は経済産業省主導で構築された制度ですが、運営はIPA（独立行政法人　情報処理推進機構）管轄となります。 テルトニカ製品のJC-STAR制度 さて、この度テルトニカの産業用LTEルーター「RUT241」が「JC-STAR制度」の★１（レベル１）に認定されました。★１（レベル１）の認定に際しては、具体的に以下の基準に対し、ドキュメント評価および実機テストを実施しました。今後は他のネットワーク機器の★１（レベル１）認定に向けて順次活動していく予定です。 ※以下は適合基準の要約であり、実際の基準については チェックリスト をご確認ください。 テルトニカでは、製品のIoTセキュリティを最も重要な要素の一つと位置づけています。今後もさらなる信頼性向上を目指し、順次ほかのネットワーク機器でも認定取得を進めてまいります。JC-STAR制度や当社製品についてのご質問は、以下のお問い合わせフォームよりお気軽にご連絡ください。 LIKE THIS STORY?
